Proration
When a rate is prorated, the Period Based On value on the rate record determines how we get the number of days for proration. The options in this field are Billing Date Range and Consumption Date Range.
Billing Date Range
If the billing date range is used to determine the proration period on the rate, the date range is as follows:
Billing Period Start Date: for the meter or non-metered unit, this is the latest of the following dates: Bill From Date, Move In Date, Service Start Date. This date is included in the range.
Billing Period End Date: for the meter or non-metered unit, this is the earliest of the following dates: Service End Date, Bill Through Date (or Requested Bill Date in the case of exception bills). The end date is the day before the From Date of the next billing cycle; the end date is included in the range.
Consumption Date Range
If the consumption date range is used to determine the proration period on the rate, the dates used will be determined by whether metered or non-metered consumption is being run through the rate.
Meters
If multiple meters exist on the account, the consumption date for all meters is based on one meter. This ensures that flat charges that have been consolidated before being run through the rates are charged only once per account rather than once per meter.
The start date is the selected meter's Previous Read Date; this date is included in the range. The end date is the day before the Current Read Date; the Current Read Date is not included in the range. The previous read date could be the initialization date assigned to the meter when it was added to the account or a reset date.
Non-Metered Units
Non metered units always use the billing date range regardless of the Period Based On setting since read dates are meaningless to non-metered units. The Consumption Date Range option is meaningful only if the non-metered service to which the rate applies is consumption based.
